Hannibal Lecter?

No! Just an 18th century fountain needing urgent work in front of the Palace of the Counts of Oeiras, usually called Oeiras Palace.
The pillory is peeking in the background.

I saw the preview of that photo and first thing I though about... Hannibal Lecter.

I think they are probably fixing the fountain.

Certainly appears to have been around for a while but - still - look at those details of the second shot. A bit of renovation and she'll be as good as new for another century.
