The two people on the bench must be resting and taking it all in. Curious about the ground tiles: are they two different colors or does the sun create an illusion? Also, are the palms healthy and just shedding leaves or are in some kind of distress?
@Kate: 1- The pavement is the typical Portuguese cobblestone: basalt and lime stone. 2- The Palm Trees are healthy, what you thing it's shedding leaves are just inflorescences, they are actually blooming! :-)
@Photo Cache: There are hundreds of different Portuguese cobblestone patterns all over the country. This square was renovated some years ago, so the pavement is not the original one. It's wavy because it's next to the sea which actually is on the left side of the road seen on this pic.
You've gotten some wonderful perspectives lately. The elevation helps provide a different and broader view. Bravo! (And I do like this scene very much!)

I like this. It's warm and inviting and not pompous and threatening as are so many civic buildings.

There is some attractive art work on the building but what really caught my eye was the pavement in the plaza. It's beautiful.

We visited here for a way too brief time during our couple of days in Portugal about a dozen years ago. We need to come back and spend more time.
